Rahul assures APYC election in Aug-Sept

ITANAGAR: AICC general secretary and in-charge of Youth Congress, Rahul Gandhi today assured to start election process for reconstitution of Arunachal Pradesh Youth Congress (APYC) from August - September next.  He gave this assurance while responding to a memorandum submitted by an APYC delegation who called on Rahul Gandhi at New Delhi today.  He further assured to visit Arunachal Pradesh during APYC election encourage the delegates to work hard for the party.

The APYC delegation led by its general secretary Marpin Basar also discussed various policies and programmes of the party.

 

Doke booked under NSA

ITANAGAR: The National Liberation Council of Taniland has received yet another blow. Its self-styled Commander-in-Chief Anthony Doke has been booked under National Security Act, 1980. Few other members of NLCT are also being processed for booking under NSA.

With the booking of Anthony Doke under NSA, he will be languishing in the jail for next one year without the privilege of bail until next sitting of the advisory board after one year.

NLCT was involved in widespread extortion & intimidation to the people of West Siang and Papum Pare Districts of Arunachal Pradesh. They also tried to create misunderstanding between the people of Assam & Arunachal Pradesh by embarking false propaganda. The Itanagar Police and the West Siang Police have been able to arrest all the prominent leaders of NLCT.

 

AAYA question road tax

ITANAGAR, Jul 20: All Arunachal Youth Association (AAYA) has described the one-time road tax of 15 years as unjustified and demanded for reducing it to One year.

Driving its point home, AAYA said that majority of the vehicle owners use their vehicles for not more than 3-5 years or it get damaged due to accidental cause and various other reasons before it attains 15 years.

Reiterating its earlier demand for cut in VAT on diesel, kerosine, petrol and cooking gas to reduce its prices, AAYA lamented that the State Government did not take it seriously. Any further delay in taking up the issue may compel the association to go for democratic movement, it threatened.

ITANAGAR, Jul 20: The Adi Students’ Union of Shillong joined Arunachal Law Students’ Union (ALSU) in criticizing the State Government for non-payment of pending electric and water bills of Arunachal Bhawan and demanded for immediate clearance of the dues.

 

CM disability pension scheme

ROING, July 20: Lower Dibang Valley District is launching Chief Minister Disability Pension Scheme from the current financial year onwards as announced by the state Govt. in the budget. Accordingly, a District Level Screening Committee (DLSC) has been constituted recently in which Deputy Commissioner, Roing is the chairperson with Superintendent of Police, District Medical Officer and Zilla Parishad Chairperson as members. An amount of Rs 6,000/- per annum will be provided to the eligible beneficiaries under this scheme. There is no income limit for eligibility. The amount will be disbursed each year by the Deputy Commissioner on the occasion of Statehood Day.

The District Administration has invited applications from eligible beneficiaries, who may be persons suffering from either 100% disability in both eyes, 100% disability in both upper limbs (arms) or 100% disability in both lower limbs (legs). DIPRO

 

Arunachal Maha Quiz challenge

ITANAGAR, Jul 20: The Education Development Organization Service (EDOS) has decided to conduct state level quiz competition, titled, Arunachal Maha Quiz Challenge session –I, 2011 among the students of Class VII to XII on Dec 10 next for betterment of students community of the state.

The qualifying round will be held in every district headquarters with participation of three members from   category –A (Class VII, VIII and IX) and category B (Class X, XI and XII) Nov 27. Quarter final and semi final round will be held on Dec 4 and Dec 7 respectively. The winners will be awarded Rs 20,000 while runners up will walk away with Rs 10,000.

 

Find out solution to issues to avoid frequent bandh calls

ITANAGAR, Jul 20: All Arunachal Pradesh Poverty People Union (AAPPPU) has appealed to the state Govt  to find out solution to Pradeep Thakur issue in order to avoid frequent bandh call in the Capital Complex.

Bandh call not only cripples the normal life, it badly affects the life of poor wage earners and traders. Moreover, poor patients and the people who comes from far flung area to the state capital for urgent peace of official or private works suffer most during bandh hours, the union said and appealed to the  Govt to  settle the issues once for all.

 

Hepatitis –B awareness campaign

ITANAGAR, Jul 20: All Arunachal Pradesh Youth Organization (AAPYO) has decided to organize its proposed Hepatitis –B awareness campaign in Kurung Kumey district from July 31. It has cancelled its earlier proposal for organization of the awareness programme from July 23 due to heavy landslide in Koloriang-Ziro road.  

 

Follow PMGSY guidelines

ITANAGAR,  Jul 20: Koloriang, Damin, Parsi-Parlo and Sarli Students Union (KDPSSU) has urged the Rural Works Department  to  follow the guidelines under PMGSY schemes in Koloriang constituency.

The works under PMGSY schemes should be awarded through tender process as per guidelines and the department should see to it that local people get benefit under such schemes, the union said.  The union also urged the contractors and the department concerned not to comprise with quality of works while implementing PMGSY scheme within the stipulated period of time.

ITANAGAR, Jul 20: Dini Welfare Society expressed deep shock on the untimely demise of Takir Dini, former HGB of Gokar village under Likabali Sub Division, who died yesterday after prolong illness at his residence at Likabali.

Takir is survived by his wife five sons and five daughters and grand children.

The members of Dini Welfare Society prayed almighty god to give enough strength to the bereaved family members to over the grieve situation.

Tagin Welfare Society, Itanagar condole the sudden demise of Rao Kamba of Kamba village, Upper Subansiri District.  Late Kamba was injured in a landslide at Mowb-I yesterday and succumbed to his injuries at RK Mission Hospital early this morning.

His last rite was held at Itanagar as his dead body could not be taken to Kamda village due to road blockade.

The society conveyed their condolence message to the bereaved family members and urged the government to provide immediate relief to the family members of the deceased.

Students’ Union Dera Natung Government College, Itanagar deeply mourns the pre-mature demise of Tana Tatik of Taraso, Who died at Guwahati on July 18.

ITANAGAR, Jul 20: The public of Seijosa area are undertaking repair work of dilapidated road from Arunachal Check Gate to Hatipati Forest Check Gate on self help basis by voluntarily deploying their excavators, Trucks and other necessary items.

The road connects  Assam with Seijosa area.

Meanwhile, 3-East Kameng Zilla Constituency, ZPM ZPM Maya Dolo appealed to the Chief Minister, Local MLA and Chief Secretary to support the public on the issue and initiate a better road connectivity from Assam to Seijosa.

NEW DELHI/ITANAGAR, Jul 20: Sticking to its position, China has once again issued stapled visas to sportspersons from Arunachal Pradesh, due to which three Karatekas were unable to represent India in the 11th Asian Karate-do Championship (Junior and Cadet) to be held at Quanghou City in Fujian province of China from July 20 to 25.

The Chinese Embassy in Delhi gave staple visas to karatekas Likha Lej (52 kg cadet boys), Tage Saa (65 kg junior boys) and Rei Yadi (53 kg junior girls), secretary Langkung Marik, coach and official Likha Tara, president of Arunachal Karate Federation, which prevented them from flying to China. Indian authorities at New Delhi's IGI Airport had to turn them away because of the stapled visas.

Airport authorities told them that there is a directive from the Home Ministry that stapled visas given to residents of Arunachal Pradesh and Jammu and Kashmir by Chinese embassy is considered illegitimate.

Likha Tara told ATNS that Chinese embassy has singled out Arunachal sports persons whereas the rest of the 35 karatekas were given normal visas.

Tara held the Government responsible for this. “It is our government’s fault and some actions should have been taken. This is unfair," he said.

This is of course not the first time that stapled visas have come in the way of Arunachali sportsmen competing in China. The weightlifting team in 2010 were also held back.

Arunchal sportspersons applied for their visas on July 4, after dilly-dalying for days, the Chinese embassy gave them the stapled visas on July 19.

Earlier, China had issued stapled visas to two Arunachal sportspersons in January -- Indian Weightlifting Federation Joint Secretary Abraham K Techi, and a weightlifter from Arunachal Pradesh. Agencies

Expressing his serious reservations on the issue of stapled visas to the team members of the Arunachal Karate team who were traveling to China to participate in the Asian Karate Championship, Arunachal Chief Minister Jarbom Gamlin today said that this continued practice of issuing stapled visas to Arunachal citizens is very unfortunate. “We do acknowledge that there has been an on-going process of deliberations on the border issue with China. But when it is an accepted fact that Arunachal Pradesh is an integral part of the Union of India, it is inexplicable why China continues to issue stapled visas to our citizens.” Calling for a firm stand by the Union govt. on this procrastinated issue, he said that the central govt must not only come out with a strong protest about this repeated act of violation of an Arunachali’s right to express their citizenship, but it must also take all measures to ensure that this insulting practice of issue of stapled visas is taken up at the highest level. It is very unfortunate that the spirit of sportsmanship has to suffer and promising sportspersons are denied an opportunity to participate in key events like this. It is time that the government takes a serious look on this and comes out with a clear policy stand, as this is not a stray instance, he said.  

All Arunachal Pradesh Students Union (AAPSU) has expressed sadness over issuing of stapled visa to Arunachalee Karate team by Chinese official which lead to cancellation of their tour to China.

AAPSU President Takam Tatung in a press release termed the whole incident unfortunate. “Because of Visa row in the past too many Arunachalee athletes were denied chance to take part in various sports events held at China. This latest development is setback to sports fraternity of state,” stated Tatung. He further added, “Every time we hear our Indian and Chinese govt hammering out differences. But why can’t they clear differences over this visa issue. Why should sportspersons suffer for international issue?”

AAPSU has also urged Arunachal and central govts to seriously ponder over this issue. “We had enough of this drama. Every time stapled visa is issued, central and state leaders give us lip service about doing this and that. But after sometime they forget everything. It is budding sportsperson who are paying heavy price,” AAPSU stated. Further union has called on state governor and chief minister to pursue this matter with central leaders so that in future such incidents do not occur again.  Arunachal Citizen”s Right has said that Official delegations to China be put on hold till the Issue of Stapled Visa is resolved while adding that India should boycott the Asian Karate-do Championship in Protest. The  Indian Government should have lodged a strong protest the moment stapled visas were issued by the Chinese Embassy to our karatekas and withdrawn the entire Indian team from the Asian Championship in China as a mark of protest and in solidarity to the people of Arunachal Pradesh, it added.

We understand that it is the standard procedure adopted by the Chinese Government to issue staple visa to the residents of Arunachal Pradesh as a result of the disputed status of our State but we cannot understand what is withholding the Government of India to resolve this issue on a priority basis, it said.

The Organisation further said that Indian authorities knew all along that the stapled visas issued by the Chinese Embassy do not satisfy the Indian immigration requirements. It asked why were our Karatekas allowed to proceed to the airport as scheduled and face harassment in the hands of our own agencies and people?

 

DA put a ban on earth cutting as toll reach 4

ITANAGAR, Jul 20: The death toll in the landslide that ravaged the state capital, Itanagar yesterday’s has raised to 4.

One Rao Kamba aged 65, who was severely injured in a landslide at Mowb-I yesterday, succumbed to his injuries early this morning at RK Mission Hospital Itanagar taking the toll to four.

Apprehending more loss of life and property damage due to landslide during this rainy season, the district authority has put a complete ban on earth cutting within Capital Complex with effective immediately.

In its executive order, the district magistrate, Itanagar Capital Complex, said that landslide is occurring everywhere due to random earth cutting which has threatened human life and loss of properties.

In another order, the district magistrate has directed all those who have been residing at unsafe places like river bed, nearby nallahs/streams and those who have built houses by cutting sides of hillock without taking adequate protective measures and necessary permission from the concern authority, to shift themselves from those places to a safer place.

Almost all the capital dwellers have been affected by the heavy rains in the last few days. While several have been directly hit by flash floods and landslides almost all have been affected by damages caused to water supply pipelines and power lines.

Torrential rain in the last two days washed away the road connecting village-II (A) and Guni village, Nirjuli with NH 52A besides snapping electricity, water supply and causing damage to many houses and animal sheds.

The village committee appealed to the concern department and local MLA to visit the affected area and provide immediate relief to the affected people.  At Nerba Colony ESS Sector also many private properties worth lakhs of rupees were severely damaged in yesterday’s landslide.

The residence along with property of Giogi Logu of Dokum colony, Itanagar was also totally damaged in a landslide.

The upper P-Sector Romi Colony Welfare Committee also informed that many private houses and government barrack within the colony was also badly affected.

The retaining wall within the B-Sector, Naharlagun was also damaged and posed threat to the locality.

Meanwhile, various committees and victims of landslides appealed to the state government and concerned department to depute inspection team in all the colonies of state capital and provide necessary help to the victims.

All Arunachal Pradesh Poverty People Union also appealed to the government to provide compensation and medical care facilities to landslide victims. The people of Sangrik Putung Colony have been facing communication problem due to land slide followed by heavy down pour during last two days.

Road link to  Sangrik Putung colony remains cut off from rest of the district. Even the people can not move out of the colony for emergency purpose due to road blockade, the union said and appealed to the local administration to take step for early clearance of road blockade.

APCC President Nabam Tuki has expressed deep sadness over report that few valuable lives were lost due to heavy rain and landslide in capital complex.  In a release Tuki along with office bearer of APCC while extending condolence to the bereaved family assured that Congress govt will do everything possible for the victim’s families.

 

NES says no to govt offer on Thakur issue

ITANAGAR, Jul 20: Nyishi Elite Society has out rightly rejected the Committee constituted by the government to negotiate with Times of India on the news item that had appeared on May 4 with the line that Nyishis do not enjoy good rapport with other tribes of the state.

Terming the effort of the government as a mere gimmick, the NES rejected the committee constituted.

A nine member committee was constituted by the govt with Takar Marde as Chairman and eight others as members after a meeting with Legislators, students and senior leaders of the community.

The NES rejecting the committee said that Nyishi Community is deeply hurt by the Times of India report and cannot negotiate with the culprit.

The Nyishis have already faced humiliation by the derogatory statements of the Times of India and thus would not like to further degrade its image by bowing down before the ToI by negotiating the prestige of the community, it added.

It further said that letter of invitation from the Chief Minister’s office reached the NES just a day before the meeting and hence NES had requested the Chief Minister to re-schedule with seven days prior notice to facilitate exhaustive discussion on such vital issues concerning the name and fame of the Nyishi .

ITANAGAR, Jul 20: Gora Makik SC ‘B’ and Jubilee Sports Club won their respective match against  Empires Club and NYFC in the second state level Tiger 7 soccer tournament at Rajiv Gandhi Stadium, Naharlagun today.

In the first match of the day, Gora Makik’s Tapan Borah scored in 13, 51 and 58 minute and Habung Takar, Loie Kena and Orin Lego scored a goal each in 48, 55 and 59 minute to outplay Empires Club 6-2.

For Empires Club, Hilot Mugli and Hage Nobin scored a goal each in 27 and 38 minute.

In another match, Jubilee Soccer Club defeated NYFC 3-0 to earn full point. Khaigam (7, 40 min.) and Jang Chon (47 min.) were the scorers.

Four snatchers arrested, SP warns of action

PASIGHAT, Jul 20: The spell of street-crimes remains a continued obstacle in daily lives of Pasighatians. Mobile Cell phone snatching, mugging and private motorcycle/car theft cases have increased here despite strict and intensified police interferences.

Gangs of teenage boys, history-sheeted criminals, as well as proclaimed offenders belonging to different parts of the district and neighboring Assam have been trying to bypass security measures making lives of citizens miserable. However, most of the citizens do not register these crime incidents with police in order to avoid further hassle and repeated visits to and from police stations.

Pasighat police arrested four snatchers namely Sony Megu (20 yrs) of Ayeng, Rolo Sonar alias Indra Brd. Sonar (23) of three Mile area, Bijoy Brahma alias Baba (19) of Saw Mill area and Karik Jamoh (20) of Jarkong village. All the accused ride motorcycles using fake registration numbers, added police sources. It also informed that stolen items have recovered rightly by the police.

Reportedly a Bolero, bearing Registration number AR/09/3189, official vehicle of DFO (WL), Pasighat has been stolen on July 14 last from his residence. SP Alok Kumar stated Pasighat police while chalking up victories in their war on crimes with the recoveries of numerable cars, motorcycles, mobiles etc is targeting the offenders by using best resources to locate and apprehend them as quickly as possible, but citizens supports could make wonder to make Pasighat a crime-free city. Kumar while stressing for local supports said many do not pass information in order to avoid further hassle and repeated visits to police stations. Arunachalee selected for Asian C’ship

ITANAGAR, Jul 20: Dada Riba of Arunachal Pradesh, a student of Army Sports Institute Pune, has been selected to represent India at Sub Junior Asian Wrestling to be held at Bangkok from August four to seven next.

Riba won gold medal in sub-junior national wrestling championship held in Kanyakumari recently. Riba, a product of Sangey Lhaden Sports Academy, was trained by Judo coach of the school Yum Pangkhu, Judo coach of SLA, before joining ASI.

 

Siram calls for immediate establishment of SCERT in Arunachal

ITANAGAR, Jul 20: Education Minister Bosiram Siram reiterated the demand for immediate establishment of State Council of Educational Research and Training (SCERT) in the State.

Addressing a review meeting on Teacher Education Programme in the conference hall of the State Institute of Education (SIE) at Gohpur Tinali near here yesterday, the minister appealed to the entire education fraternity of the state to address the quality issues at all stages of school education sincerely.

Arunachal Pradesh cannot afford to lag behind at this crucial juncture when imparting education in the global perspective, he said.

At the elementary school, there is an urgent need to develop local specific curriculum, textbooks and other teaching learning materials to enable the small children to easily correlate with the immediate environment where they live. Similarly, there is also a strong need for subject specific and pedagogy based teacher training programmes so as to enable the teachers to enhance their competencies and commitment on a regular basis, he added.

The SIE, Itanagar, which has been declared as the `Academic Authority' of the State as per A.P. Education Act, 2010, will be upgraded to SCERT immediately to take up the tasks in full swing.

The SCERT with full administrative and functional autonomy will provide necessary academic support for quality education at all stages of school education and advice the Government on various educational issues and problems in decision making, he said.

Disclosing that Arunachal Pradesh is the first state in the country to pass the Right to Education Act in 2010, Commissioner Education, Hage Khoda addressing the gathering stressed upon the immediate need for implementation of the RTE provisions in the state in the right earnest.

Since 76 percent of the in-service teachers at the elementary level are untrained, a suitable strategy as per NCTE guidelines, has been chalked out to clear the huge back log of untrained teachers by completing the Diploma in Elementary Education (D El Ed) course through IGNOU without disturbing the normal functioning of schools.

Similarly, the District Institute of Educational & Training (DIETs) will also be strengthened to increase their    intake capacity for two year Pre-service Teacher Education (PSTE) course.

He also reminded the participants about the State Government's commitment for the conduct of Teacher Eligibility Test (TET) for recruitment of quality teachers on a regular basis.

Secondary Education Director, T. Taloh and Elementary Education Director, Bodong Yirang also spoke on the occasion.

The Review Meeting was organized by the Teacher Education Cell of the Directorate of School Education under the initiative of Moto Nyori, DDSE (Teacher Education) which was attended by the senior officers of both the Directorates of Secondary and Elementary Education and the Principals of SIE, DIETs and DRCs.

 

Kaso question preparedness, seeks govt assistance

ITANAGAR, Jul 20: Itanagar MLA Techi Kaso has expressed shock and grief over the disaster caused by landslides triggered by torrential rains on Tuesday across the capital complex. After making a whirlwind visit to most seriously affected places in and around the state capital, Kaso today knocked the doors of Chief Minister Jarbom Gamlin pleading assistance for the worst affected families. In a submission to the Chief Minister Kaso urged for grant of Rs 50 lakhs for immediate assistance to the capital district for relief and rehabilitation process.

“The loss incurred on Tuesday alone would be more than a few crores, but we need at least Rs 50 lakhs to provide succor to the worst affected families and repair damages caused to various public properties and utility services,” Kaso said while adding that the Chief Minister has responded positively and expressed hope that the pleaded grant would be sanctioned.

The MLA informed that he has directed the concerned departments to immediately assess the damages caused by the natural calamity and submit a detail report for the government to act upon. He assured the people that the government is working full time to redress the situation arising out of the recent rainfall.

Kaso, who is pursuing with the government for grant of the immediate relief assistance, expressed dismay over the repeated occurrence of similar disasters, particularly in the state capital and rued the un-preparedness of the concerned authorities.

“This is regrettable. Every year around this time rains and flash floods have caused huge damages and taken lives. If we don’t learn – citizens and the departments – from these, even God can’t save us,” said the NCP MLA.  

Making a fervent appeal to the citizens, Kaso said that before constructing their houses people should make sure that the soil and the area is not disaster prone. Reminding all that the soil composition of the state capital is prone to landslides, he appealed people to stay away from hazardous areas and not resort to random earth-cutting without taking precautionary measures.

“A day of continuous rainfall can cause such a huge calamity. Think of it, ours is a highly seismic zone. How big would be the disaster if we are to face a high magnitude earthquake?” Kaso pointed.

Not letting the concerned departments go off the hook easily, the local MLA also pointed that it was the responsibility of the government departments to take these factors into account during the planning process as well as in the implementation process.

“It is time the departments and their think-tanks learnt. Only blaming the uneducated mass for the self-inflicted damages will not take away their responsibilities. At the end of day, it is our, the government’s, duty to protect and provide safety to our citizens,” he said.

 

The Wailing Precinct – Tirap

Horrifically, it seems  silence is the preferred talisman of the turbulent Tirap, against the five dimensional atrocities – Armed Forces Special Powers Act 1958, terrorism, random killing, extortion and corruption, which are also responsible for disrupting the progressive mechanism and peace of this landlocked region. In recent time, the escalating bedlam has bruised the district’s image worldwide; regrettably, all the sane souls are silent over the chaotic development Tirap has been coerced into. And the coercion is not only enhancing the sufferings of those common citizen but also navigating the district towards infinite tribulation that humanity has ever witnessed in this land of rising sun.

Life has become too cheap in Tirap, I must add, cheaper than the animals. But who has the heart to speak it out; everyone is scared of the repercussion their voice may attract. Adding woes to the worry is the theory of taciturnity adopted by the elected representatives of the district on this appalling situation. Such act is not only shocking but condemnable. How could they desert their own people in such callous circumstance?

The locals laments that their representatives instead of being with the public for moral support has opted the other way out – maintaining the distance by preferring to keep away from the place and people that has conferred the power and luxurious they are reveling today.

A single gunshot within the state capital is enough to shake our state government but why the ongoing turf battle in Tirap since December 2010 that has seen almost 7 to 8 dead unable to evoke any humanitarian reactions from the state government?

The continued turf war since December 2010 between the two fractions of NSCN and the killing of people in public places are evidence of frailty shown by the security forces posted to secure the Khonsa Township. How the armed revolutionists so easily roam the town with loaded arms without being intercepted by the security forces and murder at their will? Pathetically, the colossal might of security forces are unable to defend the small area such as Khonsa Township with all the human resources and technologies at their disposals; we can imagine how safe it will be when it comes to secure the entire Tirap region.

In 1991 the draconian act Armed Forces Special Power Act 1958 was regulated in the hills of Changlang and Tirap district to proliferate peace in the region. 20 years down the lane, it has only intensified the suffering of the poor villagers and amplified the gross human rights violation by the armed forces. But the primary goal of its implementation – peace, hasn’t been achieved so far and I don’t think it will be achieved in another 50 years. Therefore, considering the ground realities of the AFSPA, it’s time that the state governments seriously consider revoking of AFSPA and replacing it with more humanized Act.

With that first gunshot during December last year and the body that fell with that bullet, section 144 IPC should have been imposed, patrolling should have been intensified and the government should have informed both the fraction of NSCN to avoid civilian places for their brutal activities by honoring the cease fire clauses then perhaps the situation would have been contrasting and little better for the general public. Instead of it, the entire system was and is muffled over the gruesome development. Moreover, it is said by the locals that the security forces rarely patrols the street of the township, and all the killings in broad daylights that too in public domain justifies the statement made by the general public.

Is the situation of Tirap a failure of state government, or the security forces or the local administration? Whom to blame? Will denunciation dissipate the fear and insecurity looming upon the district? Who will answer?

In bothering for life, sadly, Tirap has forever become silent against the atrocities meted out to them by the system. The wailing precinct is yearning for peace, progress and prosperity since last two decades or so. Situation is so deplorable that silence is the only thing that

Tirap doesn’t need as an answer. Unfortunately, this is what the government is offering them – silence.

 

Nip bandh culture in the bud

Of late the bandhs called or imposed by some well known and obscure organizations have become so painfully frequent in our underdeveloped infant state Arunachal Pradesh that I have every reason to believe as you read this article, by sheer co-incidence some bandhs may be going on. I have malice towards none and I harbour no ill will against any organization(s). My article must never be construed as against the ‘bandh’. Sadly these bandh calls conveniently termed as ‘democratic’ by a minuscule few may be a medium of protest but for the vast majority of people the bandh is the most dreaded and frightening 5-letter word that sends chills through their spine. Ours is a young state and every minute is valuable for us to make efforts to catch up with the other more developed states of the Northeast and the country. The planning for overall development of our infant state are at a nascent stage and unwanted interruptions like bandh call to the state’s journey forward, must be avoided by all of us collectively today and now, for tomorrow may be too late.

There are no two opinions about the fact that the bandh culture is a scourge for any society as it creates more problems than solving them. Bandhs not only affect the daily life’s vicissitudes but they seldom yield result. Incidentally, there are many other ways of registering a protest. Unfortunately in Arunachal Pradesh, it has become a sort of fashion to call a bandh at the slightest pretext, conveniently ignoring all other available means of protest. A well known company in Japan, the Toyota Company’s workers work extra hours or overtime to protest against any in-justice. Bandhs cause inconvenience not only to the common people but also to the organizers of such bandh calls. Interestingly, after each bandh call, the organizers claim their ‘mission’ being peaceful and successful. How can they get away so lightly by terming their bandh call as peaceful when they had caused so much agony, anxiety and destroyed the peace of mind of the people who loathe such bandhs? Of course, their claim of the bandh being successful may have some substance as there are no dearth of people in our state who look for excuses to shun work. But absence of these insincere people from work must never be construed  as a support to the bandh. Today, if one flips through the pages of the morning newspapers, he finds news of a bandh being called somewhere or the other in the state.  However, every one will admit that it is the capital Itanagar bandh that has the greatest impact on the life of the people because being the capital, it is the seat of planning and decision-making. People from the districts go there to seek redressal to their problems and most of them stay in the hotels, spending their hard-earned money. Bandhs only compound their problems and predicaments. If the organizers of bandhs realize this truth, the collective blessings of those who suffer during bandhs will catapult them to unimaginable height of success and glory.

The habitual bandh organizers must realize that those states in India that do not believe in the bandh culture have forged ahead while the states plagued by this abominable malaise have been left behind, high and dry in the rat race. Take the case of West Bengal where scores of trade unions tend to oppose any or every decision of the government and call bandhs. Where was West Bengal before and where it stands today ? The bandh culture has pushed the state backward. In the Northeast, the bandh culture is synonymous with the eldest sister Assam. There the bandh culture has become a deep-rooted problem and even God may fail to undo it or do away with it. The Assam Chief Minister, Tarun Gogoi decries bandh culture at every meeting and asks the people to shun it but sadly, he just cannot do anything about it as bandh has become a culture, a system. In fact, Assam is known more for her bandhs than the bihu, tea, oil or coal. Today, things have come to such a pass that if some one says that there is an Assam Bandh, it is no longer news. On the other hand if it is otherwise, it is a big news. Such bandhs not only cripple Assam’s economy, but cause untold sufferings and miseries to the people of the other Northeastern states as most of them are dependent on Assam for almost every thing and also Assam is the gateway to all the states in the Northeast..

Disgustingly, Arunachal Pradesh has very successfully imported this unwanted bandh culture from Assam and it is undoubtedly going to cripple the overall development of the state and push the people to an unfathomable pit of self destruction. It is high time the people of the state realized the negative impacts of bandh culture before Arunachal Pradesh becomes like Assam wherein even if she wants to get rid of this bandh culture, she cannot.

Those people in our state who derive sadistic pleasure by seeing the ordinary people suffer in silence during bandhs should know that the bandh culture is akin to insurgency problem. They both only bring pain and suffering for the society at large. A place hit by uncalled for frequent bandhs can never develop and prosper so also a place faced with insurgency problem can never make any headway in any sphere. In Arunachal Pradesh, leaders of all hues claim that tourism is the future of the state and that tourism will turn to be the numero-uno money-spinner. But amidst these frequent and unwarranted bandhs if we believe that tourism will flourish in the state then we are living in a fool’s paradise. Tourism can develop only in places where there is peace and order. Tourism industry in places like Kashmir, Darjeeling etc has suffered setbacks due to bandhs.

Before calling a bandh, the organizers should spare a thought about the daily wage-earner, the vegetable and fruit vendor, the pregnant woman who needs immediate medical care, the sick person, the student who is to go for admission or write examination, the foreign tourist whose RAP has expired and the ordinary man who is not even remotely connected with the reason(s) for the bandh. Even though, every body is aware that the bandh culture is the source of human sufferings, it is rather intriguing as to why some people are bent on using it as a weapon to protest. Let us together nip this dreaded bandh culture in the bud before it grows to uncontrollable proportion. The government needs to take urgent steps in evolving a mechanism to arrest this burgeoning menace including considering an option to ban bandhs by seeking legal opinions from legal experts. Let us make Arunachal Pradesh a bandh-free state.

Orgs calls for review of MOA/MOU, threatens litigation

ITANAGAR, Jul 20: Forum for Siang Dialogue (FSD), Mebo Area Bachao Committee (MABC), Siang Peoples' Forum (SPF), All Adi Youth Association (AAYA), Yomgo Youth Welfare Association  (YYWA), Save Siang Association (SSA), East Siang District students' Union (ESDSU) and Bogong Banggo Kebang (BBK) in a joint meeting yesterday has said that all the MOA/MOUs signed by the Govt. of Arunachal Pradesh with all Private Power Developers in the Adi Tribe inhabited areas be reviewed and particularly the MOA signed for the 2700MW Lower Siang Mega Dam.

As the Prior Informed Consent (PIC) was never been obtained from any of the to be affected villages, the Govt. has to arrange for PIC in all the Adi villages, it said.

It further said that even after the review of all the MOU/MOAs for all the Mega Dams in the Adi region, no public hearing has to be convened or called for, before a new Amended Land Acquisition, Relief and Rehabilitation Act is put in place by Govt. of India repealing the present Vague Land Acquisition, Relief and Rehabilitation Act.

It further said that after  all the MOU/MOAs are reviewed, if at all any Public Hearing has to be held, it has to be organised in all the to be affected villages, to give all the villagers a fair chance to speak out and put forward their choice.

The meeting unanimously entrusted Forum for Siang Dialogue(FSD) to spearhead the fight for Protection of the  Land, Forests, Tradition, Culture and Livelihood of the Adis and added that in an event of Government of Arunachal Pradesh not considering the demands, the organizations  resolved to fight it out in any competent court of Law invoking the Scheduled tribe Acts and violation of Human rights by a welfare state, informed  FSD spokesperson Vijay Taram.

 

Byaling pleads Centre for more schemes under veterinary dept

ITANAGAR, Jul 20: Animal Husbandry and Veterinary Minister Tanga Byaling along with Dr T Taku, deputy director and Dr. B Biswakarma, ARO from the department of Animal Husbandry  and veterinary met Rudra Gangadharan, secretary, department of AH, dairying and fisheries under union ministry of agriculture  at Krishi Bhawan, New Delhi on July 18.

While elaborating on the schemes being implemented in the state, the Minister requested the secretary to sanction few more schemes, especially in sheep, goat and piggery development and to take up animal disease control programme under veterinary department in the state.  Byaling also requested the secretary to extend logistic support on dairy development.

Responding to the request made by the minister for relaxing the funding pattern on few centrally sponsored schemes from the present 75:25 to 90:10 norm, the secretary has promised to look into the proposal.

Pointing out the vast scope for development of animal husbandry sector in the state, the secretary reiterated the commitment of his department for all-round development of the A H and dairy sector in Arunachal Pradesh.

Stating that Arunachal Pradesh is very close to his heart, he has urged the animal husbandry department of the state to place new proposals for more central sector funding for the animal resources development of the state. He further assured the Minister to consider all the proposals with leniency during current financial year.

The secretary also accepted the invitation of the minister to visit the state very shortly, according to an official release.

 

Committee refutes press statement

ITANAGAR, Jul 20: ANYA District Unit Committee and the chief election commissioner (CIC) of the association condemned the press statement which claimed to have resolved the infighting between two groups of the Association.

Describing the press statement which was published in this daily of July 20 issue as misleading, both ANYA District Committee and CEC said that the Central Executive body of the union has already been dissolved and there is only care taker president. Further, Tadar Bingley is no more ANYA general secretary and his appointment as general secretary of Yumlam Achung group is purely on his personal capacity.

ANYA in its extended meeting on July 3 constituted an election commission for conduction of the election, they said in separate releases and called upon Achung to contest in the election to get public mandate to serve the community.

 

Contractors says no to pick and choose method

ITANAGAR, Jul 20: The All Arunachal Registered Contractor Association (AARCA) has demanded for ending the practice of ‘pick and choose’ system in awarding contract work.

To maintain transparency, quality of work and judicial utilization of fund, bid for all central and state sponsored schemes, especially district de-centralized fund under DC, should be invited through open tender by properly following CPWD and APPWD manuals, AARCA demanded in its memorandum to the chief minister.

Other demands included allowing joint venture in global tendering, exemption of the 2 % income tax from the contractors’ bill, uniform rate and package system in tender enabling contractors of all class to participate in bid.

 

District Level Vigilance & Monitoring Committee Meeting

ITANAGAR, Jul 20: District Level Vigilance & Monitoring Committee Meeting of District Rural Development Agency, DRDA Changlang was held yesterday at the distrct headquarter. Thorough review were done on all ongoing and completed schemes, the physical achievement and financial involvements during the year 2010-2011 and 2011-2012 upto 30th June 2011.

In his speech, Ninong Ering, MP said due to the financial constraints, the state government could not release on time the state matching share amount on various RD schemes.

He emphasized on the role of Block Development Officers (BDOs) and PRI members to start developmental activities from rural area. He appealed to them to discharge their duties and responsibilities with honesty, dedication and work culture.

Ering, appreciated officers and officials, in spite of complex situations prevailing in Changlang and Tirap district for serving with high moral spirit and dedication for upliftment of down trodden people and over all development.

To mark his visit to Changlang district, he announced and sanctioned rupees thirty lakh for construction of a Community Hall at Kharsang and rupees twenty lakh for an Auditorium at Govt. H.S. School Changlang and a Multi-purpose Community Hall at Changlang town.

MLA and Parliamentary Secretary IPR  & Tax & Excise T. Taiju said that the  Annual Action Plan(AAP) was not sufficient to mitigate the problems and demands of the beneficiaries and that it should be followed by discussion on AAP in block level to ventilate the needs of the rural people.

Taiju, informed that, there are schedule caste people(SC) living in Changlang district and that they are deprived of government developmental benefits and asked Project Director, PD, DRDA Changlang to prepare suitable proposals to be forwarded to the government for consideration.

Changlang district ZP Chairperson J. Jugli requested Deputy Commissioner to form a committee to carryout physical verifications of all completed and ongoing works under RD, during winter season. She lamented meager rupees five lakh given to procure medicines for three circle viz. Miao, Bordumsa and Diyun and  asked NRHM and the concerned authority to enhance the amount.

The Deputy Commissioner-cum-Member Secretary DLV & MC Changlang, Opak Gao, stressed on physical achievements of all schemes and asked the departments to upload it on the websites. He further said, the success and failure should be shared by all.

PD, DRDA Changlang Manik Bui spoke about the practical difficulties like non release of state matching shares amount, non submission of the audit report submission and utilization certificates on time and explained  in detail on 60/40 ratio on Mahatma Gandhi National Rural Employ- ment Guarantee Act. (NGNREGA).

ZPM Changlang North Marina Kenglang appealed to create awareness on SGSY, IAY and make judicious use of resources. The Executive Engineers RWD and PHED explained through power point presentation on all completed and ongoing schemes while the CDPOs asked state government to enhance the rate of Old Age Pension. In our move against corruption, are we choosing only the soft targets?

Dear Editor,

I would like to express my deep concern on the way RTI Forum is spearheading an agitation against Minister Atum Welly and his family. My reservations on the matter are on two counts: first, the issue itself and second, the way the protest is organized.

In the first place, the issue is the alleged illegal appointments of the Minister's son and daughter to lucrative Government posts using falsified certificates. If these allegations are true, it is okay. But, question is that are these the only illegal appointments in the state?

It is known to all that so many illegal appointments are made in the past in various Govt departments. The quantum of money to be paid is discussed openly in the society.

There is also mega scam like PDS amounting to hundreds of crores of rupees. Many accused in the scam are still roaming freely. Who will bell the cat? In our move against corruption, are we choosing only the soft targets? Before the last elections our MLAs and Ministers declared their assets. Most of them showed wealth that is disproportionate to their known source of income. Some of them proved to be financial wizards who accumulated assets by more than thousand times in the preceding five years. Bet no one dares to question them and no agitations were held against them. Are we able to get our bills for any contract passed without paying the due 'percentage'?

The point I want to highlight is that we are very selective when we choose issue for agitation. It is bitter truth that many people take such opportunity to corner their rivals. The case of Atum Welly is no exceptional. Interestingly, all the people involved in the on-going fighting are from the same East Kameng District.

In my view, nobody should be spared who are found to be involved in corrupt practices. Why should we be selective in fighting corruption? In the name of eradicating corruption we should not target any individual family rather fighting should be against the prevailing system.

Would RTI Forum and other similar organizations rise to the occasion? Would it take up the issue of PDS scam, illegal mining, mega dam issues or the disproportionate assets of our elected representatives and highly placed officers?

I feel that RTI Forum, under the well accepted facade of fighting corruption, has made the general public involved in mess between politicians and few people of a particular district.

The second point on which I have my reservations is the mode of protest. In a democratic set up we have the right to protest. Gandhi showed us the way and today people like Anna Hazare are models for us.

Bandh is one way of protest, but it is not the only way. Today, if we hold a referendum among the people to know their opinion about the bandh culture, I am sure that majority of the people will oppose such practice. Bandh is a form violence perpetrated on the hapless public by a small group of people with vested interests. It also curtails the constitutional rights of people. Those who call the bandh do not suffer from it. They cannot realize the sufferings of daily wage earners, patients and those who need to travel somewhere for one urgent reason or another due to bandh call. Nobody has the right to punish the public how big may be the issue/cause. Bandh is nothing but a harassment. All know that the government has got so used to bandhs that they are immune to it. Why don't we choose the Anna Hazare way and go on a fast in public place. The public will notice your good intentions and spontaneously participate.

It is said that the Japanese used to express their protest by working one extra hour in government offices and factories!

I am sure that many believers of bandh culture may not agree with me.

I hope good sense will prevail upon the bandh sponsors and think twice before calling any bandh calls from now onwards.

Unions and suffixes and prefixes

Dear Editor,

This is with regard to the article written by Taba Ajum on mushrooming of different Unions, Organizations, Societies, etc. I personally feel that people must know though the Constitution provides the right to form unions and associations we must equally consider the disadvantages of it. Mutations of such innumerable groups have only become a subject of mockery in the state. There are in fact different unions and organizations which has people from same communities and same districts with different interests and motives with slight alterations in their suffixes and prefixes. People are often confused whom shall they heed to and who actually is concerned about their real cause. Sometimes it is immaterial for an association or union or organization to see whether people are interested in following them or not, still the members continue to voice protests. Under such circumstances government can’t concentrate over an issue as there is equally an opposite force from different groups. For certain genuine reasons once and for all, public must form a consensus to have a single strong union in a district to fight against various socio-economic and political issues, and when the administration is reluctant to follow their duties. Otherwise we only we get to hear so and so are the President and Gen. Secretary of so and so union, which simply resemble boosting up their profiles without any genuine stand. This could sound ridiculous but all the reader meant to convey is we need unification among citizens not divisions. One reason why yours concerned is saying this is because innocent public are the victims of blame game and bandh that frequently ransoms us. Would it be unfair to ask that at the least each tribe in each district have single command with concerned issues of respective districts and the tribes, so to say?

My side of the story

Dear Editor,

I want to express my side of version on the Aalo fiasco as of late my name is constantly publicized in the media by the Paktu Ao Youth Welfare Association and the Paktu Area Peoples Forum holding me responsible for the whole episode.

First of all I want to ask both the organization and also to the Galo Student Union that do they have any evidence which shows that the RMSA Guidelines were not implemented while carrying out the Civil Works at Aalo? It is also my question to the press that did they cross check the matter before such publication.

Nyatum Bagra , President -of Paktu Ao Youth Welfare Association had sought for detailed information about RMSA pertaining to civil works at Govt. Hr.Sec. School Aalo and NME through RTI on May 25. In response to his letter, the District Mission, RMSA prepared all the required information and informed him and another member of the Association Toda Ado who had submitted the application on his behalf to collect it from the RMSA office.

In the meantime, on June 13, Ado again submitted one application in the joint name of himself and Jomkar Loyi, the General Secretary of Paktu Area Peoples Forum asking for more information from the District Mission, RMSA. Within few days, the information sought by them was also prepared and subsequently, were informed to collect it from the office of RMSA, Aalo.

Despite, repeated intimations, instead of turning up to collect the documents, the Paktu Area Peoples Forum signed by Jomkar Loyi General Secy. and Bamo Jini Working Chairman of PAPF gave complaint letter to the State Mission Director, RMSA, Itanagar alleging the District Programme Coordinator cum Nodal Officer RMSA, West Siang District for trampling and violating the Guidelines while carrying out the civil works at the said two schools. Thereafter, they issued repeated press release in the media and finally the PAPF had filed writ petition in the Guwahati High Court, Itanagar Permanent Bench.

As far as the civil works in the District is concern, the District Mission, RMSA is carrying out it in accordance to the implementation manual issued from the State Rajya Mission, RMSA, Itanagar. In the matter of engagement of technical department, the Chairman/ Deputy Commissioner Vide the Order No. WS/USE¬RMSA/CW/2010-11 Dated Aalo the 25'h March'2011 had ordered the District PWD to constantly monitor/ supervise the constructions right from the beginning. Therefore, there is no question of non-engagement of technical department.

The forum should know that going by the guideline issued by the State Rajya Mission, Itanagar, SPT buildings would have been constructed in all the schools ( Accra walling in split bamboo plastered on both sides). However, the District Authority has made it mandatory for all the contractors to built semi- RCC buildings ( i.e brick wall) in order to ensure quality works.

Concerning to the empowerment of the Principals/ Headmasters, the construction of works in all the schools got underway only after certificates to this effect were received from them. As instructed, in all the schools the Principal/ Headmasters are closely monitoring the construction works. They have also been empowered to issue completion certificate/ progress report at various stages for release of installments.

As far as Civil Work disbursement is concern, the amount sanctioned for a particular school is to be deposited in the joint account of the DDSE and the Principal/ Headmaster. From there it is to be released after maintaining the official process in the District Mission Office, RMSA. In this regard, the District Mission, RMSA Vide letter No. WS/LTSEIRMSA/ SMDC/ 2009-10, Dated Aalo the 30`" July' had directed all the head of institution to open a joint account in the SBI. They were sent a reminder Vide letter No. WS/LJSE/RMSA/BA/ 2009-10, Dated Aalo the 15`" Oct.'2010. In spite of the repeated order, only four of the schools out of twenty-four schools opened their accounts until March last. In absence of School Joint account, the payments like the School Grant, Minor repair grant and civil works to the Principals / Headmasters and to the contractors had to be done directly from the joint account of Chairman/ Deputy Commissioner and DDSE/ Member Secy., RMSA temporarily after obtaining administrative approval so as to submit the utilization certificate timely at the State Rajya Mission, Itanagar.

It is worthwhile to mention here that the PAB constituted by MHRD, GOI for Annual Work Plan & Budget' 2010-11 approved the proposal of only 100 schools out of the total 194 schools in the state due to unsatisfactory presentation by the Districts. If the records are to be seen, it is only West Siang District where all the schools have been taken up for strengthened by MHRD, GOI. Needless to mention here that due to the hard work of the undersigned with limited resources that nine to ten buildings are coming up simultaneously in all the State Govt. Sec. & Hr. Sec. Schools of the District.

The District Programme Coordinator initiates every file pertaining to RMSA but the final authority is the Deputy Director of School Education cum District Mission Officer, RMSA and the Deputy Commissioner cum Chairman, RMSA. In the given fact, lodging a complaint against the DPC despite all the files maintained as per the rule is a deliberate attempt on the part of the applicants representing the Paktu Area Peoples Forum to malign the image of the undersigned.

Such a responsible forum should first collect the fact before they go to press or mud-slinging a woman who is making every effort by constantly visiting every schools right from Kangku to Mechukha in order to ensure a quality work.

As of now, the matter is sub judice in the court and as such, the press should know that further publication on the matter without proper authentication at this stage would compel me to seek legal help against the press.

Steps towards reducing climate emissions

 

World’s largest sea faring countries have taken a first step towards reducing climate emissions from shipping with a global agreement to reduce energy use in new vessels from 2013 onwards.

The belated action by 55 of the world's biggest sea-faring nations meeting at UN's international maritime organisation in London will force all ships over 400 tonnes built after 2013 to improve their efficiency by 10 per cent, rising to 20 per cent between 2020 and 2024 and 30 per cent for ships delivered after 2024.

The first ever regulation of emissions in shipping is expected to lead to greenhouse gas emission reductions of 45-50m tonnes a year by 2020.

But China, Brazil, Saudi Arabia and South Africa have secured a six and a half year delay for new ships registered in developing countries, which could mean the first guaranteed effective date of the reform will be in 2019.

Shipping accounts for 3-4 per cent of man-made CO2 emissions worldwide and this figure is expected to rise to 6 per cent by 2020, with emissions doubling by 2050 if no action is taken.

Environmental NGOs welcomed the tightening of the energy efficiency design index standard but cautioned that because it only applies to new ships replacing older ones at the end of their long lives, the full effects of the decision will take a long time to have any major impact.

In a separate development, the European Commission said it plans to tighten ship fuel sulphur regulations, which should lead to public health savings of billions of dollars, especially in countries like Britain and Holland that border busy sea lanes.

The proposal would cut the maximum permissible sulphur content of fuels to 0.1 per cent from 1.5 per cent from 2015 in sensitive areas such as the Baltic Sea and the Channel, and to 0.5 per cent from 4.5 per cent in all other areas from 2020.

Shipping burns some of the most polluting fuels, and the proposal is expected to fine particle emissions from ships by up to 80  per cent.
